Is 60C to hot for CPU?
In my personal opinion, I would suggest the conservative approach where your CPU should hover around 60 degrees Celsius on average. Obviously, if your computer is idle, it should not require as much CPU usage so this should only be for when you are processing things like gaming or video editing.
IS 60 C good for CPU idle?
61c is just too high for an idle processor, regardless of the core voltage being tweeked. Considering that you mentioned you keep the room at 20c a 41c delta at idle is just not realistic for any processor at idle if the cooling is in fact doing its job.

Gaming is a computationally intensive task for the computer. So, having the cPU running at 60–70 degrees Celsius is expected. Gaming computers are designed to withstand these temperatures and slightly higher.
Is 60C normal for PC?
60C for a day is acceptable. Even most of the time, that would be an acceptable temp. Lower would be better, but you’re not going to damage your CPU doing that.
